Non-consent non-police generated tows must be from private property at the request of the property landowner or their agent. Tow truck motor carriers must ensure drivers are properly trained, licensed, and hold authorized towing certificates. UDOT does not oversee civil agreements between tow companies and vehicle owners for consent tows.
